DUBAI,— Dubai’s real estate sector reached a record high in 2025, completing more than 270,000 property transactions worth AED 917 billion, marking a 20% increase compared with 2024, according to the Government of Dubai Media Office.

Officials said the growth reflects the impact of clear regulations, disciplined market practices, and a long-term investment strategy that has shifted the market from rapid expansion to sustainable development.

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, said the results show confidence in Dubai’s vision and the resilience of its economy.

He emphasized that careful planning, transparent rules, and a balanced approach have helped ensure progress while maintaining quality of life.

The Government of Dubai stated that these figures support the goals of the Dubai Real Estate Sector Strategy 2033, which aims to boost transaction volume by 70%, reaching AED 1 trillion.

This aligns with the Dubai Economic Agenda D33, which targets doubling the city’s economy and strengthening its global economic position.

Overall activity in the real estate sector reached 3.11 million transactions in 2025, including sales, leases, and other services, up 7% from the previous year. Real estate investments exceeded AED 680 billion across 258,600 deals, reflecting a 29% increase in value and a 20% increase in the number of transactions.

The investor base continued to expand, reaching 193,100, including 129,600 new investors, a 23% rise. Resident investors accounted for 56.6% of the total. Female investors also increased their participation, investing AED 154 billion in 76,700 deals, up 31% in value and 24% in volume, signaling a more inclusive market.

Luxury property investments rose 5% to AED 3.98 billion, and the average period for a renter to become an investor was 4.8 years, showing the growing appeal of property ownership in Dubai.

Certain areas saw particularly high activity. In terms of the number of transactions, the top locations were Al Barsha South Fourth, Business Bay, Wadi Al Safa 5, Dubai Airport City, Dubai Marina, Jebel Ali First, Al Yelayiss 1, Wadi Al Safa 3, Dubai Investment Park Second, and Al Thanyah Fifth.

By transaction value, the leaders were Business Bay, Dubai Marina, Palm Jumeirah, Burj Khalifa, Al Barsha South Fourth, Mohammed Bin Rashid Gardens, Dubai Airport City, Wadi Al Safa 5, Wadi Al Safa 3, and Al Yelayiss 1.

Mortgage transactions also saw strong numbers, with Al Barsha South Fourth, Dubai Marina, and Jebel Ali First among the top locations.

In terms of mortgage values, Palm Jumeirah, Dubai Marina, and Business Bay led the market. Officials said this reflects both the diversity of investment opportunities and balanced geographical growth across the emirate.

Omar Hamad Bu Shehab, Director General of Dubai Land Department, said the results show a more mature and sustainable market supported by transparency, governance, and data-driven policies.
