ABU DHABI,— Sheikh Mansour bin Zayed Al Nahyan, UAE Vice President, Deputy Prime Minister and Chairman of the Presidential Court, issued Resolution No. 4 of 2026 to form the National Committee for Documenting Acts of Aggression, International Crimes and Resulting Damages, the Emirates News Agency reported.

The resolution outlines a national framework for documenting violations under legal and technical standards followed internationally.

Under the resolution, the committee will be chaired by the UAE Attorney General.

It will document Iranian acts of aggression, international crimes and damages linked to them that affected UAE territory, citizens, residents and visitors.

The goal is to establish a complete national record based on verified evidence. The committee includes representatives from several federal ministries and local entities.

According to the resolution, the structure is intended to strengthen coordination between security, judicial, technical and economic authorities and improve the accuracy and scope of documentation.

The committee is authorized to seek assistance from national and international experts and specialists when needed.

It is also required to follow the UAE Constitution, applicable laws and internationally recognized standards for documenting international crimes.

The resolution gives the committee authority to document and monitor incidents related to attacks and military actions connected to Iranian aggression.

It will verify the nature of incidents, their timing and field conditions to create what the resolution described as a comprehensive and coherent record of events.

The committee will also identify and assess human, material and economic losses using approved technical methods. It will document deaths and injuries using official records and verified data.

Its responsibilities include collecting and analyzing evidence, documents and technical reports, including engineering, medical and forensic material, under national and international standards for documenting international crimes.

The resolution also requires the committee to maintain the legal chain of custody to support the reliability and admissibility of evidence.

The committee will coordinate with local authorities and communicate with relevant international organizations and bodies through official channels to support the credibility of the documentation process.

The resolution also calls for the creation of a technical secretariat to prepare the committee’s work and implement its decisions.

The secretariat will establish a secure central database to collect, preserve and classify evidence, information and reports.

According to the resolution, the database will use advanced systems designed to protect data integrity, prevent tampering, monitor access and modifications, maintain backup copies and document custody procedures for physical and digital evidence.

The resolution said the committee’s work would support the UAE’s legal efforts nationally and internationally through a comprehensive documentation file based on internationally recognized standards.

The United States and Israel launched joint airstrikes on Iran on February 28, 2026.

Iran responded by firing thousands of missiles and drones at targets across the UAE and the Gulf region.

According to the report, the attacks targeted major airports, seaports, hotels, residential areas, and oil facilities in Dubai and Abu Dhabi in the United Arab Emirates.
